Charles Payne Career
Payne began his Wall Street career in 1985 as an analyst at E.F. Hutton. Payne settled with the SEC in 1999 over a complaint alleging that Wall Street Strategies advised that its clients acquire members’ shares at least eight times via recorded messages on its telephone stock recommendation service. Payne was also accused of failing to disclose that he accepted money from members to promote members’ shares, according to the lawsuit.
Payne consented to the imposition of a permanent injunction against breaches of Section 17 (b) of the Securities Act of 1933 without admitting or disputing the claimed offenses. Payne also agreed to pay a $25,000 civil penalty. He published his first book, “Be Smart, Act Fast, Get Rich: Your Game Plan for Getting It Right in the Stock Market,” in 2007. He has been on C-SPAN numerous times.
He later joined Fox Business as a contributor in 2007. He took over as host of Making Money with Charles Payne in 2014. Payne said in June 2019 that “after President Obama was elected, the market collapsed…
President Trump was up 9%, President Obama was down 14.8%, and President Bush was down nearly 4%. On Wall Street, there was an immediate reaction.
PolitiFact rated the claim as “largely false,” adding that experts totally reject Payne’s causative assertions, instead attributing the market meltdown to larger economic causes and long-term patterns.
Accusations of rape
Payne was banned from Fox Business in July 2017 awaiting an inquiry after a former network guest, Scottie Nell Hughes, accused him of rape.
Payne disputed the claim but admitted to having a three-year “romantic connection” with Hughes prior to the accusation. Hughes said she kept an apartment near Fox’s Manhattan offices for the length of the relationship because she thought it would help her get a permanent job at the network. Her public appearances were significantly curtailed after she stopped the affair and reported Payne to Fox in 2015. Payne’s ban was lifted on September 8, 2017.
